Prakas on individual labour dispute resolution & NGO obligations in Cambodia.

This article covers two recent regulatory updates in Cambodia: new procedures for resolving individual labour disputes and compliance requirements for associations and NGOs. These changes affect how businesses handle workplace conflicts and how organisations maintain their legal status.

New labour dispute resolution procedures

The Ministry of Labour and Vocational Training (MLVT) issued Prakas No. 073 on 4 March 2025, establishing procedures for individual labour dispute resolution. Complainants must file their disputes with the Labour Inspector of the Labour Dispute Department or the Department of Labour and Vocational Training. Unresolved disputes may be elevated to the Arbitration Council per the Prakas procedures.

In Cambodia’s labour dispute system, parties can pursue resolution through MLVT mediation, Arbitration Council proceedings, or court litigation. The Labour Law specifically allows parties to seek mediation through MLVT’s labour inspector before proceeding to arbitration or litigation.

Association and NGO compliance requirements reminder

The Ministry of Interior (MoI) issued Notification No. 571 on 19 February 2025, reminding associations and local NGOs of their LANGO obligations:

  • Bank accounts: Local associations and NGOs must notify both MoI and MEF of bank accounts within 30 days of registration. Organisations yet to comply must do so by March 2025.
  • Annual reports: Local NGOs must submit activity and financial reports to MoI and MEF.
  • Amendment notifications: Organisations must report changes to statutes within 15 days, including modifications to headquarters location, leadership, or banking information.

Organisations must operate within their stated scope and comply with applicable laws. Failure to comply may trigger warnings, suspension, or deregistration.
