Update on 2025 foreign employee quota in Cambodia.

On 11 September 2024, the Ministry of Labour and Vocational Training issued a Notification to alert companies and enterprises that the application process for the 2025 Foreign Employee Quota (FEQ) is open from 1 September 2024 until 30 November 2024 via the Foreign Workers Centralised Management System – FWCMS.

Companies and enterprises that use foreign employee(s) and fail to apply for a 2025 FEQ by the set deadline shall be liable to fines imposed by the labor inspector.

FEQ is essential for any businesses that are planning to hire expatriates, as it regulates the maximum number of foreign employees based on the organisation’s overall workforce. Ensuring timely and accurate submissions will be critical to maintaining compliance and supporting a company’s business operations.
