Compliance reminders for associations and NGOs in Cambodia.

On 19 February 2025, the Ministry of Interior (MoI) issued Notification No. 571 to remind associations and local non-governmental organisations (NGOs) of their compliance obligations under the Law on Associations and Non-Governmental Organisations (LANGO). To help ensure continued good standing, the key requirements are outlined below:

Bank account notification

Associations and NGOs are required to inform both the MoI and the Ministry of Economy and Finance (MEF) of all bank accounts opened within 30 days of their official registration. Entities that have not yet complied with this requirement must do so by the end of March 2025. Failure to notify may lead to compliance issues or potential penalties.

Submission of annual reports

Local NGOs must submit an annual report to the MoI and MEF that outlines the organisation’s activities and includes the relevant financial statements. Timely submission is essential for demonstrating transparency and ongoing compliance with the LANGO.

Notification of amendments

Any changes to an association or NGO’s statutes, such as updates to the headquarters address, changes in leadership or amendments to bank account details, must be reported to the MoI within 15 days of the change. The notification must be accompanied by the relevant updated documents.

General compliance with statutes

Associations and NGOs must operate within the scope of their registered statutes and remain compliant with all applicable laws and regulations. Non-compliance may result in enforcement measures, including official warnings, suspension or deregistration.
