Individual labour dispute resolution procedures.

On 4 March 2025, the Ministry of Labour and Vocational Training (MLVT) issued Prakas No. 073 to establish a formal procedure for resolving individual labour disputes.

Under the Prakas, employees or employers who wish to file a complaint must do so with the Labour Inspector at either the Labour Dispute Department or the Department of Labour and Vocational Training. If the dispute remains unresolved at the inspection level, it can be escalated to the Arbitration Council in accordance with the procedures outlined in the Prakas.

In practice, individual labour disputes in Cambodia may be resolved through three main channels:

  • Mediation by the MLVT
  • Arbitration by the Arbitration Council
  • Litigation in the Cambodian courts

The Labour Law allows parties to initially seek mediation through the MLVT’s labour inspector. If no resolution is achieved, parties may proceed with arbitration or court proceedings, depending on the circumstances and desired outcome.
