Hugh Darwell.
Director, Business Development
Hugh is based in Phnom Penh and is a Director in the regional Business Development team. His role is to assist clients to understand the local rules and regulations as they look to establish their businesses in jurisdictions across Asia, with a particular emphasis on Cambodia. Given his prior experience of spending over 25 years in tax structuring in Investment Banks, he can assist clients find the optimal structure for their expansion into Asia.
Prior to moving to Cambodia and joining Acclime, Hugh spent 14 years in Singapore, most recently at Vistra for 4 years as the head of the Corporate Services Business Development team. Prior to that, he ran the Asian regional Structured Solutions and Securitisation team for ING Bank, which involved putting together tax effective investment structures and efficient funding structures for clients in the region.
An Australian by birth, Hugh commenced his career at Peat Marwick, before spending 17 years at JPMorgan Chase in Sydney, first as head of tax for Australia and then ultimately leading the Asia Pacific Structured Finance team.
Hugh is a qualified Chartered Accountant and has Bachelor of Economics and Bachelor of Laws degrees from the University of Sydney.
He has completed the Diploma in Cambodian Tax and Diploma in Cambodian Business Law courses at the Cam-Ed Business School in Phnom Penh.

Chhim Malin.
Senior Tax Manager
Malin is the senior tax manager of Acclime Cambodia. She has 7 years of substantial experience as a tax consultant dealing with various aspects of tax services, which include tax dispute resolution (tax audit, tax objection, and tax appeal), tax review, tax compliance, and tax advisory. Her clients are mostly multinationals from various industries, including manufacturing, real estate, energy, utilities and mining, construction, education, trading, media, transportation and logistics, hotel and restaurant, and non-government organisations.
Before joining Acclime Cambodia, Malin was a senior tax consultant of KPMG Cambodia for 4 years, and a tax consultant with SM Global Accounting.
Malin holds a bachelor’s and a master’s degree from the Vanda institute in accounting and auditing. She also completed a Cambodian Tax diploma and a diploma in Cambodian Law at the Cam-Ed Business School in Phnom Penh. She is currently studying the ACCA program at Cam-Ed Business School too.

Chhun Vattanakpagna.
Senior Manager, Tax & Accounting
Pagna is the Senior Manager of Acclime Cambodia. She is responsible for producing a formal accounting report for SMEs, including internal control and process management, with recommendations for improvement. She also advises on accounting software such as ERP and the local-built system in many industries, including manufacturing, real estate, trading, transportation, logistics, dental clinic, and education.
With more than 12 years of professional exposure in internal audit, accounting, and finance, Pagna has experience with local and international banks such as Maybank Cambodia, Mohanokor Microfinance Institute, Phnom Penh Securities Plc & Sathapana MFI.
She has participated in professional training in IFRS, Internal Audit Management, Practical auditing, and Transfer Pricing with KICPAA (Kampuchea Institute of Certified Public Accountant and Auditors).
With dual bachelor’s degrees in accounting and English for business communications, Pagna is pursuing her Chartered Certified Accountant at Cam-Ed Business School.

Gnet Phearak.
Operations Manager
Phearak is the Operations Manager of Acclime Cambodia. He has 10 years of experience as a Tax and Business consultant for SMEs across a range of business activities. He is mostly involved in internal control, management processing and making recommendations for improvement. He also advises on accounting systems, both local and foreign.
Before joining Acclime Cambodia, Phearak was Financial Consultant at Anko Group and was a lecturer in previous colleges in Phnom Penh.
Phearak graduated with a master’s degree in Finance from the National University of Management and a Bachelor of Finance and Banking from Human Resource University.

Kong Ratanak.
Manager, Tax & Accounting
Ratanak is currently a Project Manager who is responsible for accounting & tax advisory. He leads the team to complete services for SMEs in various sectors.
He has extensive experience with private business sectors, including constructing buildings, garment factories, microfinance, concrete production, the agricultural industry of raising pigs & chickens, and general advisory.
He holds a bachelor’s degree in Business Administration majoring in Accounting and a master’s degree in Finance from the National University of Management.

Than Ratanak.
Tax Manager
Ratanak is a tax manager responsible for managing the preparation and review of client company’s tax returns, tax audit, and business advisory. He deals directly with new clients by advising and providing the best solutions to the owners of a business to assist in their decision-making. He is responsible for developing and implementing strategic tax planning.
He has more than 6 years of experience as a Tax Consultant in various sectors, such as construction, garment factory, the trading sector, hotel & restaurants, real estate, logistics, tours and education.
Ratanak holds an MBA in Management from the National University of Management, a BBA in Accounting from Norton University, and a Tax Agent from National Tax School.

San Rithy.
Managing Director
Rithy is the Managing Director in charge of Acclime Cambodia. His role is to help clients transform their businesses (Small and Medium Size Enterprises- SMEs) into corporate ones focusing on corporate governance, business management and financial management through the use of financial technology (FinTech).
Rithy has over 15 years’ experience working in local and international accounting and auditing firms such as KPMG, G4S Security Solution (UK), and Angkor Centory Hotel, a 4- star hotel. He is an experienced financial management professional who is skilled in developing and maintaining financial transactions, including financial analysis, risk management, budget setting and business strategies, including system integration & implementation. Corporate governance and fraud management are also his areas of expertise in advising business entrepreneurs to transform from traditional styles to corporate/standard ones.
Rithy holds an MBA in Finance from the National University of Management. He is also the Cambodia Accounting Club (CAC) founder, which has nearly 600 members.

Uch Thounviroza.
Manager, Tax & Accounting
Viroza is currently the Tax and Accounting Manager. He works with business owners and their accounting departments to improve the accounting process and procedure. He is also leading and training the Acclime team to improve their bookkeeping knowledge, set up process and operation and the review and testing of new accounting systems.
Viroza has spent 2 years as an accountant at a private company and nearly 5 years with Acclime Cambodia in Accounting and Tax. He worked closely with clients in solving their issues and improving their business operations.
He holds a master’s degree in Auditing from the Vanda Institute of Accounting. Viroza is also a trainer at Cambodia Accounting Club (CAC) and a member of the Junior Chamber International-Cambodia (JCI-Chaktomuk).

Ly Chheng.
Tax Manager, Taxation Department
Chheng is a tax manager of Acclime Cambodia with extensive experience in Cambodian tax and business advisory across numerous business sectors such as banking, insurance, logistics, real estate, manufacturing, trading, services and food & beverage.
She is fluent in Mandarin and delivers business solutions which including tax and corporate compliance, tax controversy and dispute resolution, tax health check review, tax due diligence, tax and business advisory. Before joining Acclime Cambodia, she has more than seven years working experience in various industries and she was an experienced senior consultant at EY Cambodia.
Besides dual bachelor’s degrees in business administration and hospitality management, Chheng also hold a tax agent qualification. Currently, she is pursuing Association of Chartered Certified Accountants (ACCA) program at CamEd Business School.

San Serey.
Senior Manager, Accounting Department
Serey is a Senior Manager at Acclime Cambodia. His main responsibilities are to provide consultation services on standard accounting practices to SMEs, financial management and budget planning, risk management, and accounting software such as ERP and the local-built system.
Serey has more than 8 years of experience as an auditor at KPMG Cambodia, a finance and accounting manager at international banks such as Kasikorn and Maybank, a business consulting manager, tax and accounting, at BSE Accounting and a CAC trainer. He has substantial experience in a range of industries, including auditing, banking, MFI, SMEs, production, manufacturing, trading, services and tourism.
Serey graduated with a Master’s Degree in International Business through the New Zealand Scholarship program at The University of Auckland. In addition to his dual Bachelor’s Degrees in Accounting and English for Communication, he is also pursuing his Association of Chartered Certified Accountants at Cam-Ed Business School.
